FACULTY HIGHLIGHT: Dr. Richard M. Hailer

B.S., Tufts University, Medford, MA, Biology; M.Ed., Boston State College, Boston, MA; Ph.D., Union Institute and University, Cincinnati, OH, Public Policy.

His experience in the field of education is enormous: Assistant Director of Bilingual Special Education Project Bridgewater State College, 1986-1987; Associate Director for ten Massachusetts state college international education programs, 1975; Consultant to Presidents of Southeastern Massachusetts University, Cape Cod Community College and Massasoit Community College to develop community based service projects and a satellite center in Plymouth, MA, 1981-1988; Project Director of an eight college consortium providing courses on Cable TV and PBS.
1985-1986. Executive Director, Commission on the Reorganization of Higher Education, 1980-81. Managed a study and drafted legislation for the Massachusetts General Court leading to a new system of governance for twenty eight state public colleges and universities; Assistant Secretary of Education Commonwealth of Massachusetts, Reviewed budgets for all public colleges, Department of Education and Arts and Humanities Councils. Prepared maintenance and capital improvement budget for the governor to submit to the legislature, 1972 – 1975. Designed and taught a three credit course for International Students on “Education and Employment,”  1976; Adjunct Professor University of Massachusetts/Dartmouth, Designed and co-taught two three credit courses for Elementary teachers entitled “Methods of Teaching Energy and Water Conservation”.  The courses were conducted in 1983 and 1984.
Supervised Practice Teachers University of Massachusetts/Dartmouth, 1985.  Adjunct Professor Vermont College, Supervised the field work of two Masters Candidates in Environmental Studies Program in 1986 and 1987.Co-Director, Boston School Study McBer Inc. and Research Associate Harvard School of Education.
